Police Station wont load after enabling LCPDFR

I start my game regularly, I press ALT + P to enable LCPDFR, I walk to the police station, when i walk into the yellow arrow it loads like normal with a black screen with "LOADING" in the bottom right. It flashes and flashes but doesnt load. I cant get passed this. 

 

Im on the latest version of LCPDFR.

Ive read through all the forums  and could not find this error.

Ive used the Diagnostic tool, it does say i have a Log Error but im sure that doesnt effect the loading problem of the Police station. 

Ive looked to fix the log error but i cant find my error code in the forums  

 

if someone could help me that would be great.
