Issues with GTAIV

So I've spent countless hours looking for a fix to my problem with GTAIV. I've tried a few things, and after 5-6 hours I finally got the game to load past the character screen. I installed LCPDFR, played GTAIV for an hour or two and decided to take a break. Come back to it an hour later, and now I can't get past the character loading screen again. I can't seem to find the problem. I know the problem isn't my PC because I was just able to run the game on full HD without issues. I'm also running on Windows 8.1

 

When I boot the game via Steam, it does't let me get past the RGSC because of SecuError 2000, but when I run as administrator directly from the folder, there aren't any issues up until the infinite character loading screen. Can someone help me out with this problem? I greatly appreciate any help towards this as I've been frustrated looking at different solutions. I figured I might as well ask myself.
