does any 1 know of a decent fbi skin? i saw 1 once were they had blue jackets and yellow lettering on the jacket and hat and stuff does any 1 know the name?

Are you talking about the player skin? Well, I found one Here. It's from GTA4-Mods.com. There are many more versions and models. Just go to GTA4-Mods.com and Search up 'FBI' and some should appear. Including vehicles to Player models & skins.

the issue is i cant get on any of the sites. gta4mods, gpm, gta planet nothing my internet doesnt let me says cannot connect blah blah. any of those probably works 2 :/ thx tho ill try on a diff pc

Oh really? What browser do you use? If you know how to file transfer, than yeah, you should just download it on another PC and transfer it to your current PC of GTAIV your using. :)

internet explorer, its wierd cus whn i 1st got hte pc it was workin fine now i cant get on the good moddin sites its frustratin

Try a different browser like Google Chrome or Mozilla Firefox, only old people use internet explorer now. You shouldn't have any problems getting on those websites unless they have been blocked by your network administrator/ISP/country government. They work fine.

i think its my router cus it worked fine on internet explorer for like the 1st week

Hmm well if you don't know what to do with your router then see if you can try a proxy or another browser?

Alternatively, clear your cookies/cache?

Yeah, try a proxy, proxy allows you to get pass blocked websites. Here are some that you can try:

www.proxyfree.de

www.hidemyass.com

www.proxify.com

www.ctunnel.com

www.vtunnel.com

www.75i.net

Just go there and type in the website you want to go to, see if that is blocked.
