Error while loading GTA IV

I have gotten an error while loading GTA IV.  I'm not sure what it means or what i need to do to fix it. If there is anyone who knows anything, Please help. I have LCPDFR and ELS V8 installed but i don't think that is what caused the error. I have posted a picture of the error.
