So I wonder if it is a complete package with cars, light, skins and all that. A sort of mod or something... For example a NYPD pack or a LCPD or something ?

i think screwing around with pack's is BAAAAAAADDDDDDD new's, in my opinion anyway, i only have modded police car's all ELS enabled. i don't go any farther then that, other then car textures and uniform textures.
