Lcpdfr_loader.loader error please help

I had this problem since I downloaded the alt version of lcpdfr because the regular installer can't launch and Norton blocks it. Ok I launched gta iv version 1.0.7.0 which I have then loads normally when it starts the game on the top it says lcpdfr_loader.loader error. It has nothing to do with c++ because I only have the x86 versions. And if I put msvcr100.dll in the root of the game it's self wont start/launch. So I deleted it and game works but error still remains there. And the lcpdfr loader.dll is in the script file. It is also impossible to uncheck the read only from the properties in the grand theft auto iv file. I also run the installer and the launchgtaiv as administrator. So what could it be please help me out with this. And also I did not change any lcpdfr or gta iv files. I replaced the lcpdfr loader.dll with the Manual installer but still the error wont go away. This error wont let me start lcpdfr too.
