Need help fixing Startup error

I just got an ssd and this happends everytime i re-install windows and gta, I get the "Could not write license data" error, when i right click on LaunchEFLC.exe and run as admin it works but the game wont open still. There was something I did in the regedit.exe with the HKEY_ something and that helped fix it. I did this using a youtube vid but i cant find it anymore. ANy help?
