Do you have a commandline? I was missing mine in GTA IV directory, I also bought it on steam and I was missing my commandline.

What did you type into commandline?

Open a new text document, name it commandline, and then, You type this:

-norestriction

-nomemrestrict

-availablevidmem 10.0

-percentvidmem

-noprecache

-novsync

-novblank

-viewdistance 0

-renderquality 0

-detailquality

-frameLimit 0

-texturequality 0

for availablevidmem, start by the lowest quality meaning start by 1.0 and if your missing building textures, go up to 2.0 and etc... until you have the proper vidmem use! Hope this answered your question!
