Car mods can be found at a couple of sites like http://gtapolicemods.com/forum.php, http://www.gta4-mods.com/, http://www.gtainside.com/en/news.php, http://www.gtagarage.com/mods/index.php. In order to be able to make car mods, you'll have to learn how to do 3d modelling. It takes a long time to learn and is a lot of work. What you could learn in a short amount of time is to make textures for already existing models.

Well, that would be the easiest way in my opinion since I don't know how to model but you're more than welcome to try to make models yourself. :smile:
