Hey guys i am facing a small problem

1) When i arrest an individual and call for prisoner transport he is placed in the car but the car stays right there and he sits in the car but it doesn't drive off 

2) Same thing happens after a pursuit all the cars remain there until i go away from there

3) When called for noose backup the come and get out of the car and leave the car and go away

 

Any advice

I use ELS 8  and made changes in the ini regarding Ai_Els_Sp=off
