iCENHANCER ENB STUCK ON PICTURE LOADING SCREEN! HELP

I'm having problems with the Icenhancer 3.0, i've installed everything correctly but when i launch the game, it's just on the never ending changing picture loading screen! 

- I've tried it with Icenhancer 2.1 but i've had the same problem.
- I also changed the Visual settings for the game to the lowest changes but i still had the same problem. 
- I also tried changing my whole laptop visual settings through INTEL HD GRAPHICS centre and NVIDIA control centre and changed it to the lowest settings but i still had the same problem.
- I also tried a fresh reinstall of gta iv and installed patch 1.0.4 and downloaded the enb for 1.0.4 but i still had the same problem.

Could someone please also recommend some less-demanding ENBS that would work with my specs.

I am running patch 1.0.7 for gta iv (latest patch)
I also have the lastest version for Directx (latest update)

 

My Laptop specs are - 

4th Gen Intel - Core i5-4200U processor, 1.6GHz dual core (Up to 2.6GHz)
4GB RAM (5400rpm)
nVIDIA GeForce GT 740m 2GB Graphics + Intel HD Graphics 4400
Windows 8.1
