People do, but they wont just give it to you, EVI wont, and nobody else is allowed to. You dont have a single model released, and your not known in the community.

If you look on here: http://www.lcpdfr.com/files/category/30-development-resources/ you can find more than enough unlocked lightbars and other vehicle parts to get you started on some models. 

 

The Federal Signal Valor was released unlocked for a period, but was taken down, and most modders who have it arent looking to give it out to everyone. It took me about six months into my modding career before I was able to get my hands on one. 

 

The best suggestion I can give to you is to use the developemental area to download some unlocked parts & models and try to create a few, because modding can be difficult at first, but over time it will become easier.

 

You will also need the program zmodeler to modify the unlocked cars and parts http://www.zmodeler2.com/  as well as a program like paint.net http://www.getpaint.net/  to create textures for the model (the paint job of it)
