I'm currently having an issue I noticed that started a few days ago. My GTA spawns vehicles normally but it will also spawn police cars, ambulances, and firetrucks all driving around with lights and sirens and continues to spawn them until they are almost the only vehicles on the road. I do have TrafficFlow installed but have not changed any of the default settings. I've uninstalled LCPDFR 1.0 and the issue went away. After re-installing it, same thing happened. Not sure what the issue could be. Might have to try a fresh install of GTA.

 

UPDATE: The issue was the mod called TrafficFlow. Uninstalling it fixed the issue.
