Xenon Headlights Script?

One of the little details I like about GTA V is the mixture of cars with blue Xenon headlights and cars with the traditional incandescent headlights. This is a little detail I've wanted in GTA IV for a while. Now, I know there are several mods already that do this, but these mods only change visualSettings.dat so that all headlights appear as Xenon.

 

So what I'm thinking/requesting/asking is if there could be a script mod that toggles what cars have Xenon headlights or not. For example, the .ini would look something like this:

 

admiral = False

airtug = False

ambulance = True

banshee = True

 

Ect., Etc, all down the entire list of vehicles in the game.

 

Unfortunately I have no experience in creating mods so that's why I come to the fourms today, I'd love to hear feedback, is this even possible to do? And if someone can and does end up making this, they'd be my hero.Thanks for reading.
