Xbox Controller and JoyToKey

I've installed JoyToKey and I've set my "J" key to be my RB button my xbox controller (and i've set up a few others) I even opened up a not pad and pressed my rb button my my controller and it typed "j". I did that just to make sure I did it right. Once I'm in LCPDFR and I use my rb, my lights do not turn on. It does not seem to work? Does anyone know why?

*UPDATE*

Could a different resource be overriding my keybindings on the controller? For example, could LCPDFRs key bindings be overriding the keybinding i've set in JoyToKey and that is why it won't work in game? For clarification the gamepad (xbox controller) works, but it just isn't responding to JoyToKey.
