GTAIV Crashes as soon as it reaches title screen

Alright so the first thing is the fact that I've tried of 10 solutions, looked everywhere, have gone low and high and still no support with the problem at hand.

List of mods:

-Custom Cars (various, wouldn't effect it)

-Peds, weapons (still has no effect)

-LCPDFR 1.0

-ELS 8.0

-Simple Native trainer

-game4video's ENB

-HD Roads, and other gameplay/realistic city improvement mods

 

I've check the versions of the files that I'm implementing into the directory and everything is installed correctly. Running the LCPDFR diagnostic (outdated but, still) says that I need the .NET framework, have it installed along with my OS so that's not the problem and running LCPDFR on this PC alone used to be perfectly fine, until I recently finished Watch_Dogs and other various games, got bored and decided to hop back onto GTAIV and enjoy playing LCPDFR, and be disappointed to see GTA IV in shambles, even after reformatting my computer a few months ago, so I recently reinstalled GTA IV, and re downloaded GTA IV, and my set of mods. I've tried a various amount of fixes, ranging from:

-Deleting savegames

-Checking if it's read-only

-Checking previous user's solutions along with the staff's suggestions, and from my personal knowledge.

  --- And none of these worked.

At he moment I do not have logs as I just wiped GTA IV as of last night, I will try to get them back ASAP.

 

I'm hoping someone could guide me to a solution and I hope this helps others who are experiencing a similar problem.

Do you get an error code? Do you have all the latest dependencies (.Net Framework, etc.)? What are your system specs? Can we get your logs as well please?

Actually, I might have a theory.. Did you ever set your compatibility to windows 7? I assume you're using steam unless you got a fake signature? I might have some ideas to throw at ya if nobody minds.

I didn't think of compatibility mode. I usually run it compatibility for Windows XP.

I guess computers work differently. Especially windows 8 computers. I would crash every time I go into loading screen until i edited the compatibility of the game. It helped me.. Maybe it can help this guy?
