GTA 4 Freezing with Sound Loop

Hello, Unfortunately GTA 4 freezes up with a sound loop that lasts around 7 seconds fairly often especially when driving vehicles, 

To give you the Familiars:

- I Don't have any modded cars (I'm boring)

- I Do have modded guns and gun sounds and physics (Not that boring)

- I have Realistic Car and flying handling with the highest level of damage //note that it always happens when just driving forward without touching any ingame objects 

 

My Specs and Temps are as follows

 

GPU - AMD 7970 3Gb Temp: 40c to 50c

CPU - I5 2500k @ 4.8Ghz Temp: 40c to 44c - H80 Liquid Cooling Hence low temps

RAM - 8Gb Corsair Vengeance 1600Mhz

Cooler Master GX 750w PSU Bronze (I know its shit)

Windows 7 Ultimate

The game is installed on a Corsair 240Gb SSD.

 

I have been able to run this game flawlessly in the past with exact setup, i had minor hiccups with the RC2 version before,as I am now using the 1.0c Version.

 

Things to note:

- LCPDFR Loads and works

- I have tried the game without any of the gun/sound/car handling mods and still no Dice 

- I tried to install .NET Framework 3.5 Sp1 which failed because i had to turn windows features "On or Off" did that via Controls panel > Programs >Turn windows features on or off. Still wont install.

- Installed LCPDFR manually as i did automatic first time round on 1.0b in which the same thing happened.

- Tried all fixes listed on Common Errors and Quick Fixes Sticky.

 

Things I haven't tried yet:

- Banging tower with palm

- Throwing SSD out window

- Throwing Entire PC out window

- Uninstalling Game which i will try

Both Logs are attached.
