EFLC crashes within about 5 seconds of loading

I recently decided to get back into LCPDFR with the release of 1.0 and ELS v8.

 

I created a COMPLETELY clean, mod free install of EFLC (the steam version) and installed LCPDFR 1.0b, it ran, it was unstable, but ran for about half an hour without issue.

I then installed ELS v8 and the GTA 5 police car pack that's compatible with ELS 8 and I get a CTD about 5 seconds after launching EFLC.

 

I've tried running as admin, I've checked the support thingy that gives a variety of things to check, all of which are fine.

 

Is it likely that the car pack is causing the issue?

I have tried using different car packs and this exact same problem persists, I can only conclude that it's ELS causing the issue.

I've tried this on two different installs of the game and I get the same problem both times. Is ELS v8 compatible with LCPDFR 1.0b?

My specs are:

 

CPU: AMD FX8320

GPU: GTX 760 OC edition

RAM: 8Gb 1600MHz

HDD: 1tb WD caviar blue

and other less exciting stuff.
