Two small bugs. Not sure what the issue is. Can anyone help?

Whenever I'm playing and complete a callout early on, I'll get a message in the top left corner of my screen that says something along the lines of being my promoted and my callout rating went up. Then it says, "press ~ to level up" or something along those lines. Whenever I press the ~ key, it takes me to my console of course. Why does this happen and is there any way to fix it?

Also, when I press F8 ingame, my police control menu or whatever that button is supposed to by default doesn't work. I just can't think of what the menu is called. 

Can anyone assist me please? It would be much appreciated.
