You can't just pick up scratch modeling in a day. It will take a lot of time & effort. Also, you can't just scratch make large fire apparatuses, such as the one you think, with ease. Again, to make large things like that with precision and detail, it will take a lot of time and learning.

 

The best thing for you to do is to just use what you have for right now. There are definitely plenty of nice and detailed fire trucks out there for GTA IV.
