Strangest string of bugs I've dealt with

So went to pull over a civilian, for whatever reason as normal, the driver will attempt to pull over, turn their engine off momentarily, then drive off, sometimes with the two spots on either side of where the car originally stopped to still appear letting myself continue with the traffic stop without the vehicle or driver physically there.  So I pulled in front of the vehicle and cut them off, walked up to the vehicle in question, and it started a pursuit.  Okay, so I drive after her, she crashes and I get her out of the vehicle but unable to start a pursuit for some reason.  As I get her at gunpoint to arrest her, I'm unable to control myself.  Then, pursuit is finally called in, driver walks away, and I hop into the vehicle, and the AI takes over using myself to do a pursuit with AI police chasing and crashing into me.  Was forced to crash the game as I was unable to regain control.

 

...In retrospect I wish I was recording this.
