SkylineGTRFreak in GTA4-mods said in the comments in his mod (http://www.gta4-mods.com/vehicles/gta-v-police-cruiser-non-els-f25504) that he will be giving to the modder the unlocked model of the police vehicles in GTA V to make it ELS. He isn't interested in making ELS, so anyone could make it ELS by requesting and taking the unlocked model from him.

I wish someone could make more ELS versions, since there was one who did a ELS Version of the GTA V police cruiser stainier (http://www.gta4-mods.com/vehicles/gta-v-police-cruiser-els-v7-optimized-f25524)

I actually tried that car out yesterday, all of the lights are only mapped to the Wig Wags.
