LCPD 1.0 Will Not Load

Hello. I'm having a problem launching GTA IV with LCPDFR. I've reviewed every forum possible to resolve my issue. Whenever I launch the game, the error I receive is "Error in script 'LCPDFR_Loader.Loader! LCPDFR encountered a critical error while initializing and was shut down. Please check the log file." I will list the log below. As for troubleshooting, I have removed and downloaded the entire GTA game to ensure all updates and patches are there and to ensure all component and pedprops are default. I downloaded the hot fix. I have also made sure the main GTA directory and subfolders are not set to "read-only". I am running the game as the administrator, ensured that ScriptHook.dll, ScriptHookDotNet.asi ,Dsound.dll, and a folder titled 'LCPDFR' in the ROOT GTA IV folder. I have also installed the .Net Framework 4.5 and Microsoft Visual C++ Redist 2012.
