Well... if you look in the ELS.ini file in your main GTA4 folder, you should be able to change the letter that corresponds to the lights that you want to come on...

 

Below is my ELS.ini (pat of it)...

[ CONTROLS ]

Toggle_LSTG = 74        // J by default

Toggle_SECL = 75        // K by default

Toggle_WRNL = 76        // L by default

 

Now, if you change the K and L keys to "J" then they will all come on when you push "J"...

 

See how you go

Edit: Didnt work... tried a few things and couldnt get it working... reinstalled V1.00 and left it completely vanilla... no car mods or ped mods...one button to turn sirens and lights on now... no crashes... yay!
