Cop car models dont work and stucks the game

I had this problem before but I fixed it by searching the PreloadAllModels=False and changin it to true but in LCPDFR 1 I cant find that ANYWHERE and I cant fix the issue of selecting a cop car and changing it because it dosent load and freezes the game, Any ideas on how to fix that?
