No Vehicles spawn after downloading vehicle mods.

I have recently downloaded two police car mods for lcpdfr GTA IV and whenever I spawn, no vehicles at all spawn. When I go to the police station and go on duty, when I leave the station my character freezes and I can't move. It only happens when I add vehicle mods. It recently began, I have had vehicle mods enabled in the past. The game and lcpdfr works fine with no mods other than lcpdfr and ELS. I like using the modded vehicles because of ELS and vanilla cars no longer have lights. Is there any way to fix this?
