Disappearing textures / only when LCPDFR running

Hi,

I know this has been covered billion of times, but I just noticed that the textures disappear only when i go on duty via the police station. 
I am using mods, however, when I am off duty, or don't attempt to start LCPDFR at all, the textures will be fine and I will be able to spawn even 50 modded cars without the textures being gone.

I am able to have 20 different car mods and have them spawning with traffic flow and the textures are fine, WITHOUT LCPDFR running.
When I start LCPDFR, even with single police car mod the textures will disappear after even 20 seconds... :( 
(I am able to select vehicles via police station without any problem)

Im using commandline.txt with availablevidmem 2.0 and norestrictions commands.

16gb ram, i7 3770k 4.7gz so my hardware is not the problem.

Any help/advice would be appreciated.
