Hello guys Look i DO NOT know where i had to put this But I've got a Problem With Vaule Steam

But when i go to Open it it works but then then this happens Steam Has Stopped Responding

And im Sorry if this is in the Wrong Board.

Uninstall then reinstall Steam.

Also i should add when i my internet is going Fast it Works But i never had this Problem on my Windows Vista computer ?
