Only Taxis

I have just downloaded LCPD FR and everything seemed to work fine. But when I am on duty, there are only taxis and emergency cars that are spawning. Some civilian cars are spawning but no one is using them. WHen I am off duty, there are hummers and taxis only. WHY?

How can i fix this?

You need to download some taxi fix, there are many of them, check gtapolicemods.com.

GTA IV can't handle modded cars or some mods.
