need help with project

hello i am officer cabaniss and i am thinking about getting some people who are awesome at coding, 3d modeling, and people to create graphics for the game together to create a game. not just any game an american police simulator game since there are several europe and uk ones i feel as if it would be cool to have an american one.

if anyone does want to help this is what it will be like

1.the policing stuff will have most features that lcpdfr has

2.player will have several call outs ex. mva,robbery "bank, store,gas station", mugging,drug deals,drug bust, etc.

3.player will be able to pull over ai and get out of the car 

4.at some scene incidents you will be able to interact with ai such as at a mva you can ask if they need medical assistance in some cases they will be knocked out 

5.ranking system players will start out as a rookie and work there way up to detective

6.more than one department such as sheriff, city, and state in which players can chose which to start in

7.you will have to open the door for the perp players arrest instead of them opening it them selves 

8.upon arriving at a police station players will have to pull into a garage like place to get out of there car and open the door for perp to go to the lock up
