I can't pull anyone over

Ok, so from videos I've seen, people can pull over cars and tell them why they were pulled over, check their license and then either issue a ticket, arrest them or let them go

 

but here's my problem; I'm on duty and I want to pull someone over, I flash my lights and drive behind them and they stop to the side, when I get out my car they just drive off again (no red marker goes on the ground for me to interact), I've tried about 50 times in different parts of the map, with different police cars but still nothing happens!

 

can anyone help?

Hello and welcome!

 

You need to press Shift when behind a vehicle and inside a police car to initiate a traffic stop.
