LCPD:FR Won't Open After Download

Hi, recently I have been trying to download LCPD:FR on a few computers. One being a Windows Vista PC and a Windows 8 Laptop. When I "open" the downloaded file, it says that it does NOT have a signature and when I press open, it makes me select a program to open it. I have no idea why this is doing that. Please HELP.

Okay, here is what I got.  Now sure it's the best way to do it, but it got the program to open for me.  If you don't already have 7-zip go ahead and download it.  WinRAR may work to do the same thing, but it's not what I used.  From there I went ahead and downloaded the file, choosing to save it to my desktop rather just clicking "open".  After the file has finished downloading I opened 7-zip, clicked file>>open, and then maneuvered through the menu to get to my desktop.  Double clicking the file opened it into another menu and double clicking the application file that was in this folder caused the installer to open and begin installing the program.  Hope this helps!
