Mouse Input problem on Overlay Screens

So this is a slightly strange problem which has just started happening on my GTA IV...

Whenever I enter a 2D Overlay, such as the LCPDFR police computer or vdH Police Helper I can't seem to move my mouse around, the button press still works but the mouse appears to be locked to the centre of the screen. As I recall this only started happening since I installed ELS v7 however it continues to happen on a fresh install without ELS v7 applied so that suggests to me it isn't the cause.

It wouldn't surprise me if I have pressed something by mistake and not realised but I figured this was the best place to ask for assistance.

UPDATE: Okay disregard this, mouse sensitivity was the cause. If anybody else has this issue check and make sure your mouse sensitivity settings inside GTA have not set themselves to 0.
