GTA suddently slow

Hello, I have got a curious problem. My GTA was running just fine until now when I updated my laptop graphics drivers when GTA FPS dropped insanely. Currently I'm having a 13.4 AMD drivers from leshcatlabs.net. The manufacturer driver was something 10.12. Does anybody know what's happening? Is there a fix for it? And yes, I know that laptops aren't a great idea for playing GTA, so please if you want to tell me that, carry on thank you.

 

My specs:

Intel Core i5 460M

8GB RAM

AMD Mobility Radeon HD 5650 (switchable graphics)

Windows 7 Home Premium 64 bit.

I just pointed out that when the weather is raining, cloudy or lightning the fps is just as good as before. This is just weird...
