A while back , I got a new high end gaming computer for my birthday. So, I decided to get many new pc games to play on the computer. One of those games was GTA 4. So I installed GTA 4, everything was fine. Then I installed LCPDFR .95 RC2R2. When I wasn't in LCPDFR mode, all was fine, no freezes, no crashes even with ELS v6, car mods, and many other mods. But when I started LCPDFR mode, and did patrol for around 5 to 50 minuets, the game just froze, randomly. I tried everything.

Downgrading ELS V6 to V5
Uninstalling ELS completely
different Graphics Settings
Reinstalling the game

DIAGNOSTICS TOOL REPORT: 
 
When I ran the Diagnostics tool, it said ASI Loader not found. This is very strange because I used the ASI loader which came with LCPDFR .95 RC2R2 install.
