I am on duty but cannot get to the missions. when i go to the goldberg law office, i can walk through the front doors, but not into the 2nd set of doors inside. Am i missing something??

You don't go into the officer in 0.91. You press Alt + P and wait for callouts. If you'll get one, you'll respond by hitting Y. If you did check the "No callouts" in the installer, you aren't getting them, then you need to re-install the mod.

Were the missions just removed from 0.91 and were in previous versions? other posts mention going to the law office and police HQ in algonquin to receive missions.

In the only one that you can enter in HQ or some sort is 0.95 which is under development... In 0.91 you get callouts while On duty (Alt+P) like Olanov said...
