Help getting into lspdfrs radio scanner?

Hello! Im currently working on my mod called Radio Discipline. As the name sounds my mod will not allow you to transmit while any audio is playing from gtav/lspdfr/audio/scanner is playing. I want my mod to work with grammar police directly so that if someone else is transmitting my mod will not allow grammarpolice to run its script that makes it start transmitting. My problem is that no matter what I do my mod can not seem to tell if any audio from the scanner is playing and if i try to make it work with grammarpolice lspdfr crashes on going on duty. This is my first mod and im not 100% sure what im doing so any help is appreciated!
