The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

After about a six-month break from LSPDFR, I decided to try DLS v2. However, it almost always requires SSLA for the lights to function correctly. The problem is, whenever I activate the emergency lights, the game crashes to desktop instantly. I tried disabling compatibility mode, but that didn't help. Even after a clean reinstall of GTA V, SSLA still causes the crash. Does anyone know what might be causing this?

It turns out that to prevent the game from crashing, you need to launch it through RPH.
