The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

try to remove one of these 2 plugins and see if it solved the issues:

BackWeapon or CopHolster

EDIT: Also it looks like NAudio is outdated and it shows some errors in the logs:

Looks like CopHolster was the problem.

I have two other small problems, and I wondered if you could try to help me fix them?

1-For some reason when I launch GTA 5 with RPH, LSPDFR crashes, all the time, then I can load it again and it works fine

2-For some reason, most of the times, when I get in the game and I try spawning the car "police4" (the one I use most, as I made a custom livery for its model (Dodge Charger 2009) and I like it a lot), it doesn't spawn, and then the rendering become weird: some buildings disappear, and the same for some roads

could you perhaps attach the latest log file for the 2 small problems? As i don't see them in the first log you sent in

I do not know where to find them; could you tell me, please?
And also, where to download NAudio? I saw you edited your first message

just the latest rph log when you started the game and spawned the police4 vehicle.

As for NAudio, when you downloaded seatbealt, in the downloaded zip file you should see NAudio files, those should be the ones, since it requires that specific version which should work for SimpleCTRL too

RagePluginHook.log This is the most recent RPH log

And I am currently downloading seatbelt to get the files, thanks for that part

Oh and also an information I forgot to tell, in vehicles.meta I think it is, I modified police4's meta so that it handles like I think police2 or buffalo

Also technically there is another issue but I just didnt mention it because I dont even have any idea on how to potentially fix it, when I press an ELS key (so J, Y, E, G and so on) my game freezes for a second

For the first issue, it’s likely that LSPDFR is initializing too early. A simple (though not permanent) workaround is to disable LSPDFR from loading automatically in RagePluginHook and manually load it by the console once Story Mode has fully started.

As for the vehicle issue, there are no log errors related to police4, which usually indicates that the custom vehicle itself is causing a streaming problem. GTA often fails silently in these cases, which is why roads and buildings start disappearing. Reverting to the vanilla police4 or optimizing the custom model should fix the issue. Although im not that informed on models and texturing.

Also, if you did not install HeapAdjuster and Packfile Limit Adjuster i'd say to install them, maybe it could resolve the police4 car issue

Thanks for the 1st one; as for the 2nd one, I don't even really remember how I found it. I will try to, though, and I do not know how I could optimize it, and I really do not want to go back to the vanilla one, as I love patrolling in the 2009 Dodge Charger. Also, the error does not happen all the time, which makes it even weirder...

As i said before try to install HeapAdjuster and PackFile Limit Adjuster if you didn't, it could resolve the issue, you never know 

Maybe do that before reverting to the vanilla one

I already have those installed;

And also I still have to find a fix for the weird freeze bug that happens when I press an ELS key

Then i don't know, you could maybe wait for a response by the LSPDFR support team about the police4 issue since they know more about this than me
