No ambient police patrols spawning

Featured Replies

So. Recently I noticed some errors in the console. turns out, no ambient police cars are spawning.
1. lspdfr.ini has been checked and nothing wrong was found
2. no eup, but rde.
3. Police redefined in use.
4. It could be issue with backup.xml and agency.xml
5. cars used in said configs exist, and are spawned when called via backup.

What can be causing this?

Tried two different configs related to this. None of them works. Cops do spawn outside stations, but on the patrol none.

heres an example
