I've been trying to get this uniform to spawn in Sandy Shores. I've created the agency and the region but they have no uniform. It was a BCSO uniform. I don't know why it won't work in Sandy. I have a similar one that is working in Paleto Bay. If anyone can shed some light on it, I'm all ears.
