The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Not sure if this is where this goes but this helped me so just trying to help others with the same problem. 

 

I'm new to LSPDFR and I've been having a problem with the console being "invisible". Would press F4 and the console would flash for a split second and disappear. I could type forceduty/gotopd and it would work I just could not see the console. Reinstalled GTA V and LSPDFR twice. After searching for a fix for 3 days I found one. Smooth Motion must be turned off in NVIDIA App (Globally or for GTAV). 
Seems to be an overlay issue for smooth motion conflicting with rage plugin hook and making the console invisible.
