The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Every time I try to load GTA with rage plugin hook, GTA loads normally as if I hadn't clicked Rage Plugin Hook. The rage pop ups opens but just says 'Launching Game'.

Any help would be appreciated? I have already re-installed with a clean install.

I had this problem like 2 hours ago, i just lunched my Ragepluginhook as an admin and it worked for me.
