The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I don't know if it will fix anything, I just suggested this to someone else too, doing a manual install/reinstall of LSPDFR fixed a lot of my abrupt crashes. I'll look through the log and see if anything stands out. Can you remember if these crashes have always happened before modding or maybe mods you added and then this started occurring? 

Also maybe try making sure all mods are up to date and I recommend not replacing the RagePluginHook files that come with the LSPDFR manual install since those are definitely for latest version. May also be worth a shot removing your Riskier Traffic Stops plugin and trying to launch without that since that's when it crashed.
