The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

    Try Making sure your RPH is up to date and verify game files. Might help. If not check your mods or try a fresh install. For your lights issues, Try better Radiance. They have a few fixes in there that should do the trick. 

     

    Sorry Gave you wrong advice for the first issue. Drop your graphics settings. Changes are your GPU isnt capable of handling all the mods and plugins together well and causes the texture loss. Im on a 3070 and have that issue quite frequently due to all the mods put in with replace and addon cars and graphics mods running consistently.
