The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Basically, I only have RPH installed with lspdfr only, I've tried troubleshooting and everything but nothing is working. I've tried loading with and without mods (Only LSPDFR Installed)

    Can you attach the actual log file so that way I can download and scan it, you can find this file in the main directory, and it will be a text-file called RagePluginHook or RagePluginHook.log
