The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

First off, I have watched countless tutorials, read many posts, and tried everything I can think of and have seen online. I really didn't want to have to ask the forum, but here I am.

 

With that out of the way, I started with LSPDFR yesterday and it was pretty obvious right away how imperative ELS is. However I haven't gotten it to work. I currently have only the LSPD Legacy Pack (linked below) installed. I believe I have installed the vehicles correctly because they show up ingame, and everything works. ....except the lights. The models look great but I still have to press E (default LSPDFR siren hotkey) to turn on my lights/sirens, and even then, only my tail lights and head lights start flashing. The lightbar lights are always on. And ctrl+p doesn't pop up the little UI box. This most likely means that ELS hasn't loaded, which is the problem. 

 

And yes I have made sure the .xml files perfectly match the car names from pack_default to OpenIV
