No traffic / No cars on streets (modding problem)

Hello,

I need your help with a problem I encountered when modding. After uninstalling NVR, there is almost no traffic on streets. Periodically I happen to see taxi cab, bike or a bus, but overally there isno traffic. Pedestrians do appear. Vehicles' distant lights appear, yet after closing up dissapear without generating proper model.

I have ped density and variety set to maximum, have F7YO config installed (tried stock traffic, 1x and 2x versions) as well as recommended addons (Heap Adjuster, Packfile and Fwboxstreamervariablepatch). I also tried to manually increase value in these files. What's peculiar is I have never installed any car mod, moreover traffic worked pretty fine before uninstalling NVR. Moreover, after uninstalling I have more performance, more fps which should alleviate the problem yet it causes it. It happened to me before after making major change like installing graphic pack. It seems like after making some major change, game declines to generate traffic. I didn't notice any missing / reappearing textures, performance drop or other illwanted behaviour, it's just that one flaw.

I have many mods and plugins, however it used to work fine even with lower yet acceptable performance. No additional mod have been added, only NVR removed. I'd like to ask for a solution, otherwise removing all mods or reinstalling game will be in order every few mods I install.
