Converted Police Car won't spawn in GTA IV. HELP NEEDED!

Hey guys, hope to find here help.

I converted a police car of a friend from GTA SA to GTA IV. I paid a lot of attention and did everything exactly like the original vanilla police2 model. I even wasted days to create a LCPD livery. Now after I fully finished my police vehicle and exported it as police2.wft and replaced it afterwards, I saw the nightmare: the police car of mine doesn't spawn! I tried it many times with the trainer, simply no reaction. I know that for the livery PAINT 3 is used and the livery being #UV2 itself (which I did). I also used the original sirene hierarchy and 3d model as extra_1. There are 7 sirenes & 7 sireneglass hierarchy, each with _L0 & _L1.

Yet tried everything possible which comes into my mind. I even changed the collisions from the police2 model to police1 Vapid model. That didn't helped either. I don't know how I can solve this and what the issue is.
