How do i get addon vehicles to spawn when using ultimate backup?

Okay, I'm trying to figure out how to get my addon vehicles to spawn when I request local patrol backup. I've edited the agency.xml file in GTAV/lspdfr/data, but it doesn't change anything. I've also edited the default region from the Ultimate Backup plugin, but that doesn't change anything either. It only spawns the basic police and police2 vehicles. Please help.

(I don't know if it matters but im using the "[ELS] Los Santos PD Mega-Pack (LAPD)" )

edit: I did something that made all vehicles be able to spawn, but its not even everywhere is the city, but when this happened it also got rid of the law and order EUP the npcs had. (except for where only police and police2 spawned, those npcs kept the correct eup)
